As Economic Development Director, I have been involved in several key projects, including:

• August 18th Flood Response – Assisted in recovery efforts and coordinated resources.

• Police Department Relocation – Moved the police department to the annex building.

• Annex Building Renovation – Spearheaded efforts to renovate the annex building

 

As Economic Development Director, I have been involved in several key projects, including:

• August 18th Flood Response – Assisted in recovery efforts and coordinated resources.

• Police Department Relocation – Moved the police department to the annex building.

• Annex Building Renovation – Spearheaded efforts to renovate the annex building for a future community center.

• Woodruff Hill Industrial Park – Successfully sold all lots, with construction already underway.

• A.R.P.A. Board Chairman – Led the board in making recommendations to the Board of Selectmen on how federal American Rescue Plan Act (A.R.P.A.) funds should be allocated.

• Oxford Main Street Project – Serving as chairman for the sidewalk project extending from Selford Falls to the Seymour.

• Connecticut State Tourism Board Member – Working to attract tourism to Connecticut.

• Connecticut Water Board (Southbury) – Serving as a board member.

• Center School Park Development – Overseeing the removal of the hill behind the old Center School building to create a new 26-acre park.

During my service, I was deployed to the Gulf War and played a vital role in the Multinational Force and Observers as part of a United Nations peacekeeping mission. My dedication and commitment to duty earned me multiple commendations, includ

During my service, I was deployed to the Gulf War and played a vital role in the Multinational Force and Observers as part of a United Nations peacekeeping mission. My dedication and commitment to duty earned me multiple commendations, including two Army Commendation Medals, an Army Achievement Medal, a Good Conduct Medal, an Overseas Service Ribbon, and a United Nations Medal. I was honorably discharged in 1992, carrying forward the values of discipline, leadership, and service that continue to guide me today.

I’ve been married to my wife, Claudia Mangione Luff, for 27 years, and together, we’ve raised three amazing kids—Miya, Grady, and Lia. They all went through the Oxford school system before heading off to college, and I’m proud to say they’re all thriving in their own fields. My wife and I continue to run Alternative Heating & Supplies LLC

 The Sovereign Military Order of Malta is a Catholic lay order dedicated to humanitarian aid and medical care. Each year, it organizes a pilgrimage to Lourdes, France, a sacred site known for the apparitions of Our Lady of Lourdes and its healing waters. Volunteers, including doctors and caregivers, accompany the sick and disabled (Malade

This pilgrimage embodies the Order’s mission of faith, charity, and service, offering hope and healing to those in need.

My family has been very involved in the Order of Malta for 32 years. Starting with my sister Valerie, who was a Malade. Valerie had a severe brain injury from a mistake at the hospital when a tracheotomy was knocked off for 26 minutes, after suffering from an asthma attack at 18 months old. She lived for another 21 years. She was a beautiful redhead with vibrant blue eyes. Since then, my parents, brothers, and sisters have been very involved, including my entire family. My wife, Claudia, and my daughter, Miya, were also Milade when she was 8 years old, suffering from a very bad case of Crohn's Disease. My son Grady has been there twice to help, and I have been there 8 times. I find it rewarding and grounding.

My training has taken me to Lake Placid, New York, where I prepared for the full Ironman, as well as competing in events like the Pat Griskus Triathlon at Quassy Park and triathlons and biathlons at West Point. I’ve also trained in many other locations, always seeking new challenges and opportunities to test my endurance, both physically and mentally.

 Oxford Main Street Project: Revitalizing Our Town's Heart

The Oxford Main Street Project is a transformative initiative to create a vibrant, walkable, and business-friendly town center that reflects Oxford's small-town charm while supporting modern growth. This project is about more than just roads and buildings—it's about fostering a sense of community, boosting local businesses, and ensuring Oxford remains a desirable place to live, work, and visit.

Vision for the Project

Oxford has grown steadily for years, but a defined town center has been missing. The Main Street Project seeks to change that by developing a downtown area where residents and visitors can gather, dine, shop, and enjoy recreational activities. The vision includes:

  • A Pedestrian-Friendly Center – Safe sidewalks, crosswalks, and green spaces to encourage walking and social interaction.
  • Business Growth & Economic Development – Attracting small businesses, restaurants, and retail shops to stimulate local commerce.
  • Infrastructure Improvements – Road enhancements, improved traffic flow, and updated utilities to support sustainable development.
  • Aesthetic Enhancements – Landscaping, lighting, and signage are designed to enhance the character of Oxford.

Economic & Community Benefits

A revitalized Main Street will create opportunities for local entrepreneurs, increase property values, and make Oxford more attractive to families and businesses looking to establish roots. Additionally, having a centralized hub for community events, farmers' markets, and cultural activities will strengthen our town's identity and sense of belonging.

Current Status & Next Steps

The planning phase 2 is underway with a 4.3 million dollar grant. This phase will start at Dutton Road and go down to Quarry Walk. Phase 1B has been approved, and contracts have been signed. It will begin this spring 2025, putting a sidewalk in front of the Old Center School, AKA Oxford Annex building. It will also put new driveway pavement in front of Oxford Center Fire Department bays and clean up throughout the front of the Grange and Old Center school. We are applying for the Phase 3 Connectivity Grant, which will allow us to move the project forward. Public engagement remains a top priority, as collaboration will be critical in the final design.

A Project for Oxford's Future

The Oxford Main Street Project is more than a development—it's an investment in our town's future. Creating a true town center will build a stronger, more connected community that preserves Oxford's history while embracing progress.

The American Rescue Plan Act (ARPA) has given Oxford a unique opportunity to invest in projects that strengthen our community, support local businesses, and enhance infrastructure. Through careful planning and responsible allocation, these federal funds have been directed toward meaningful initiatives that will have a lasting impact on our town’s future. We were given $3,922,826

The ARPA Board consisted of 9 diverse Members who had participated in other town projects—projects that we completed.

During that time, I worked alongside fellow commission members, town officials, and residents to help guide responsible growth in our community. Our focus was always balancing development with preserving what makes Oxford a great pl

From 2012 to 2020, I served on Oxford’s Planning & Zoning Commission, with many of those years as Chairman. During that time, I worked alongside fellow commission members, town officials, and residents to help guide responsible growth in our community. Our focus was always balancing development with preserving what makes Oxford a great place to live and work.

We faced many challenges, from zoning updates to managing new projects, and I always approached decisions with the town’s long-term interests in mind. I gained a real appreciation for how planning impacts everything—from local businesses to infrastructure to the overall character of our town.

That experience has stayed with me. I understand what it takes to make thoughtful, practical decisions that benefit residents and businesses. As First Selectman, I’ll take the same approach—listening, learning, and making decisions that keep Oxford moving forward.
